Board of Education Special Board Meeting December 13, 2004

(December 9 2004) – The Board of Education of the St. Louis Public Schools will hold a Special Board meeting on Monday, December 13, 2004 at 3:00 p.m. in the Foundation Room of its administrative Center located at 801 N. 11th St. Louis, MO 63101. There will be an Executive Session in this meeting, which will be closed to the public pursuant to RSMo §610.021 (1). The remainder of the meeting will be open to the public. 12-14-04-01 To approve the Appropriations, Expenditures and Encumbrances, and Lunchroom Fund Income Statement for the month of October 2004. – Harry Rich

12-14-04-02 To approve a contract for consulting services with Dr. Carl Cohn. Dr. Cohn shall serve as an educational advisor to examine and inform the Board and District leadership on matters relating to improving academic achievement of students. As consultant his responsibilities would be: 1) participate in a review of the academic achievement needs of District students and assess the extent that the District is meeting student achievement goals established by state and federal law; 2) review and assess District plans to improve achievement; 3) review and assess implementation of those plans; 4) review, analyze and report student achievement data to the public, teachers, and building level staff; and 5) attend meetings of the St. Louis Desegregation Task Force. Amount of the contract is $100,000.00 with an amount not to exceed $12,000.00 for reasonable travel expenses, and an amount not to exceed $12,000.00 for reasonable research costs incurred. 12-14-04-03 To approve the recommendation to award bid #S000-004-0405 for parking facility management services to St. Louis Parking Company in the amount of $69,428.00. 12-14-04-04 To approve the recommendation to award bid #03-0405 for full beverage vendor services for the St. Louis Public Schools to Pepsi Americas. The recommendation is subject to the completion of a mutually satisfactory contract. Changeover from the existing suppliers to Pepsi Americas is expected over the holiday period. The financial benefit in the selection of Pepsi is $480,000.00/year. – Milton Lewis/Manny Silva

12-14-04-05 *To approve a contract with Dazzle Web Design USP Consultant to design and develop a vast amount of information including the following web products and services: an administrative home page; instructional web sites for mathematics and science teachers; register and host the instructional web sites and online literacy center; and train ten math and science teachers to remotely access and edit their instructional web sites from school, home, or globally. This training will allow teachers to add MAP Attack lesson plans, assignments, homework and projects for parents and students to access on the internet; interactive and user-friendly internet resources to supplement the school district’s curriculum; and Web Quest projects to enable students to use the internet effectively. The consultant will conduct 60 MAP workshops for 200 Priority School teachers to improve the MAP scores in the Spring of 2005. The school-based workshops will enable the teachers to: understand the Federal No Child Left Behind (NCLB) Adequate Yearly Program (AYP) requirements for math, communication arts, and science; teach skills based on the benchmark deficiencies identified in the 2004 MAP results; develop MAP test preparation planning based on the must teach skills, and develop action plans and develop teacher –prepared MAP test materials for mock tests through 2004-05 school year. 12-14-04-11 To approve a contract with Americorps – St. Louis Partnership For Youth, Inc. Personnel will be placed in 16 Community Education Centers. Dates of Service: 10/1/04-6/30/05. Funding for the contract is from the Board of Education subsidy for the 2004-2005 fiscal year. There is a participation agreement between Americorps St. Louis and the SLPS that outlines the program. 12-14-04-12 To approve a contract with the University of California Berkeley to provide evaluation service. The evaluation service will determine the impact on student performance of its personalization and literacy initiative to be carried out within the context of career academies for Smaller Learning Communities at Gateway Institute of Technology. This is the first year of a three-year contract. Dates of service: 12/1/04-6/30/05. Total amount of contract: $10,000.00. 12-14-04-13 *To approve a contract with the St. Louis Science Center for admission and programs for students at Compton Drew ILC Elementary School. The provider will plan, coordinate, implement and monitor programs and activities allowed for eligible nonpublic schools; administration of Title IV Part A funds consistent with the Grant and the Act. The program will focus on activities authorized by Public Law 107-110, Sec. 4115. Some of the approved providers are: Catholic Family Services, Institute for Peace and Justice, Girls, Inc., Luther Family Services. 12-14-04-44 To approve a resolution authorizing the Board President to sign a letter of support and intent to partnership with Americorp St. Louis in a manner substantially similar to our 2004-2005 school year contract for and during the 2005-06 school year subject to budget availability and approval. This will not cost the district any money at this time. Americorp needs to have a statement of “intent to partnership” in order to secure the federal funds that pay the other 75% of this program.

12-14-04-45 To approve a resolution for the adoption and approval of the Keyboarding and Computer Applications Curriculum Guide. No cost to the district.

12-14-04-46 To approve a resolution for the adoption and approval of the Desktop Publishing Curriculum Guide. No cost to the district.
