All district personnel, including the Superintendent, develop and implement a Personal Professional Development Plan in accordance with Missouri Improvement Plan Guidelines for Professional Development.

DESE REQUIREMENTS FOR NEW TEACHERS
COLLEGE ASSISTANCE PROGRAM (Beginning Teacher's Assistance Program) The Department of Elementary and Secondary Education (DESE) requires each new teacher classified with Initial Certification to complete a college assistance program within four years. The college assistance program is a professional development workshop or series of workshops offered by a Missouri college or university on topics of importance for beginning teachers.
MENTOR LOGS The Department of Elementary and Secondary Education (DESE) requires all new teachers to participate in a two year mentoring program approved and provided by the district. Mentor requirements are:
New teachers in St. Louis Public Schools maintain Mentor Logs. The logs are used to record observations/interactions, meetings, etc., and the dates of collaboration between the mentor and mentee. New teachers submit the names of their mentor on the “Data Sheet for New Teachers” form during the first week of school.
PD CONTACT HOURS DESE requires all new teachers earn thirty (30) contact hours of professional development within four years. School staff meetings cannot be counted as contact hours. New teachers keep Professional Development Certificates and PD Agendas as evidence of their attendance and completion of Professional Development Activities and contact hours. The St. Louis Public Schools District provides a CONTACT HOUR LOG for all teachers to record their hours.
Missouri Department of Elementary and Secondary Education Outline of PD Clock Hour Requirements
All completed Professional Development Contact Hour Logs (recording PD Contact Hours) are to be submitted to SLPS Professional Development forty-five (45) days prior to a new teacher’s upgrade. (Additionally, copies of the completed Contact Hour Log are due to principals/supervisors near the close of the school year at a date to be announced.)
PD Contact Hour Logs and supporting documentation must be kept on file for inspection upon request with the new teacher’s building principal. The new teacher must also keep a file of these documents for his or her records. It is the new teacher’s responsibility to submit all documentation to SLPS Professional Development in a timely fashion.

"In 2003, statutory changes were made that require educators to complete ongoing professional development until the educator reaches two of three items: ten years of experience, the next higher degree, or national certification from a Missouri-recognized board.
Starting this autumn, all districts will be required to submit an on-line report that will detail the actual clock hours of professional development completed by your staff in the preceding year. Each professional development hour is equal to one clock hour and for college courses, one semester hour equals 15 clock hours." April 18, 2004
PERSONAL PROFESSIONAL DEVELOPMENT PLANS (PPDP)
St. Louis Public Schools Board Policy requires all staff to develop, maintain, implement and complete annual personal professional development plans. The District requires all certificated staff to annually complete a minimum number of contact hours. The staff member, in consultation with colleagues and the principal/supervisor, develops the plan around one or more goal areas (instruction, classroom management, interpersonal skills, personal responsibilities) based on Unit/School Improvement Plan goals and individual staff needs and skills. New teachers involved in the new teacher-mentoring program are required to have a plan for each of the four goal areas.
Personal professional development plans, Mentor Activity Logs, Professional Development Activity Logs, and PD Agendas (verifying contact hours) are to be maintained on site, ready for review for inspection upon request. All staff should keep copies of their materials for their personal record. Currently, teachers are required to forward their materials to the Professional Development Division 45 days prior to certification upgrade. * * * |
