    • BOARD POLICIES AND ADMINISTRATIVE REGULATIONS RATIONALE AND CONCEPT

      Board Policies and Administrative Regulations are currently under review and revision. This electronic version may not reflect current board policy in all topics. For example, certain Human Resources policies, under Article 4 - Personnel, were revised, Board approved and implemented during the 2003-04 school year. To determine whether a policy or regulation properly reflects the latest date of adoption or approval, please contact your administrator/supervisor or the respective area of responsibility.

      Essential to the operation of the school district is to have clearly defined policy. Also essential, is to have sufficiently clear and detailed regulations to implement and administer the policy.

      Policy adoption is the function of the Board of Education. Policy development is a cooperative enterprise involving the board, the school administration, employees and their organizations, parents, students and interested members of the community.

      A policy is a guide for discretionary action. A policy expressed the intent of the board and the expectations it has regarding the operation of the school system. Policy statements guide the board in making decisions and provide clear indications of the practices the administration will follow.

      Formulating regulations is the task of the superintendent and staff. Regulations are needed to interpret and implement the board's intentions when expressed in policies.

      Regulations specify a required action or describe an administrative response. A regulation tells what is to be done and who is to do it and when.


      CONTENTS OF THE ARTICLES
      This article contains statements of the long and short term goals of the school district and outlines a basic operating philosophy for the staff.
      This article addresses the school district's external relation: the mass media, parent and citizen committees, complaints concerning the district and community use of school property.
      This article addresses the administrative apparatus of the district. Job descriptions, organizational charts, statements of responsibility and communication devices like councils, cabinets and committees are described.
      The business affairs of the district are described in section addressing taxation , budgeting, purchasing and accounting. In addition, non-instructional operational areas like transportation, food services, maintenance, procurement and distribution are described.
      All topics pertaining to personnel relations are included her: recruitment, selection, tenure, assignment, transfer, promotion, retirement, etc. Most topics pertain to both certificated and non-certificated staff. Where they differentiate, it is note within the policy or regulation.
      The procedures associated with the student and his/her status are addressed through sections dealing with admissions, residency, assignment, records and etc.
      These policies and regulations address the matters of teaching and learning: curriculum, instructional arrangements, provision of special instruction for individuals of need, etc.
      The items in this article address building expansion and modernization from the initial assessment of need through the estimating of costs, approval of projects and their final acceptance.
      This article outlines the internal operating policies of the Board of Education as a deliberative and governing body speaking to such as code of ethics, in-service and member development and policy development.
      This article addresses the arrangements and procedures to be followed by the board acting as a deliberative and policy making body. Specifics such as meeting procedures, quorum, terms of office and duties of officers are set forth.

      This policy statement has been compiled following a series of meetings and discussions held between the representatives of the St. Louis Board of Education and the Laborers' International Union, Local 42.
